I Bought an item from this page:

and I've been stolen, haven't sent me anything, fortunately i paid with paypal and I have requested a refund,
but why plimus.com allows users like this have accounts with them to sell products, they have thousands of ads on ebay and many other sites, and they still cheating people, why?
BTW, how long it take plimus.com in resolving this situations?
