In the announcement for Payment Method Settings Activation, it says the update can be found in Settings / Additional BuyNow Settings. Not in my account. I do see it under a specific product contract, under More->Misc BuyNow Settings. One of the options is "Use my account settings" so I can only presume that there is supposed to be such a thing as indicated in the announcement. And why aren't they all set to "use my account settings" by default? Why is Direct Debit set to 'hide' by default? Is there any particular reason? And is it just me or is the page for creating a new forum post messed up (looks wrong in both IE and Fx)? After a little more searching, I did find where to set the default payment methods for the entire account: Settings / General Settings, then click on the little "here" text in the middle of the page for "Additional BuyNow configurations are available here." Plimus, why do you make configuration so difficult?
Additional BuyNow Settings

As you yourself indicate, from the general settings page there is a link in box area titled 'BuyNow' to Additional BuyNow configurations. I agree that this could be made clearer and I will pass your comment onto our design folks.
Direct Debit is on hide as some Vendors have experienced late chargeback calls on Direct Debit transactions in recent months.
Forum page looks fine to me at this time so cannot help on that.
